Summary of CM's submissions on the Charge / evidence:

Following a Match Review Panel meeting held on 7th September 2026, you are charged with misconduct for a breach of Law 15.1(a) during the above match.

The Panel reviewed an incident which occurred in approx. 01 52 30 footage time of the above match. In the Panels opinion you on two separate occasion have thrown punches towards the head of your opponent. In the Panel’s opinion, they believed your actions to be misconduct and against the spirit of the game.

In accordance with the RFL’s On Field Sentencing Guidelines, the Panel consider that such offence is a Grade F offence – Punching – sustained and/ or violent

The usual Penalty Points for such an offence is 36 Penalty Points.

• The Match Review Panel reviewed an incident which occurred in the above match where Mr Brown was dismissed from the field of play.
• After a tackle which Mr Brown is involved, he can be seen to be contacted by his opponent with an arm for which the Match Review Panel deemed an attempt to push off Mr Brown’s teammate who had pinned the opponent’s head to the ground.
• Mr Brown’s proceeds to throw multiple punches some making contact with the head.
• Once the melee breaks up Mr Brown then confronts the opponent again who has just finished receiving treatment and begins to throw more punches.
• The player is undoubtedly the worst offender in this ugly incident within the match.
• It is the view of the Match Review Panel that the player has lost control and that his actions should be treated more severely than the others who were punished within the match hence why the Penalty Notice has been withdrawn.
• The Match Review Panel would ask that the Tribunal give consideration to an 8-match suspension for Mr Brown.

Summary of Player's submissions on the Charge / evidence:

Player not in attendance but has submitted written submissions via his club. Player pleads Guilty.

In his submissions he explained the incident and that he had been involved in a two-man tackle on an opponent that was fair. However, he recoiled after the opponent throws back his elbow which connected with his nose, the force of which broke his nose.

After the initial situation had broken up, he had planned to exchange angry words with the opponent in respect of his injury, but in the confrontation, he conceded that punches were thrown. He felt the injury he had received moments earlier had clouded his judgement and he immediately regretted his actions.

He concluded by apologising to all concerned and offering his previous good record as evidence that this was out of character.

Reasons for Decision:

The Tribunal have watched the footage of the incident and listened to the submissions made by the Compliance Manager. They have also noted the written submissions of JB where he has accepted the charge and apologised.

The first altercation followed a tackle in which a London Broncos player’s head was forced towards the ground. Whilst attempting to get up the player swung an elbow that appeared to catch JB on the nose and cause bleeding. JB then began punching the tackled player, prompting a wider melee involving other players.

After the Referee had separated the teams and a Physio treated the London player JB approached that player again when he stood up and resumed punching. The Tribunal view this second incident as a distinct escalation because it restarted the confrontation after order had been restored.

The Compliance Manager confirmed that the second incident was the reason why the MRP removed the penalty notice and felt a suspension of 8-matches was appropriate.

The Tribunal felt that this was a suitable punishment for the incident. JB is therefore suspended for 8-matches and will also be fined £250. The charge also carries 43 penalty points.
